MSA-CAP Frequently Asked Questions

Please include your BEDS or Institution ID number and the name of your school in your email. If the initial request was received via email from ORISS staff, please respond directly to the staff member who contacted you.
A payroll request should include 2 items- a payroll summary (described below) and a corresponding document from your payroll company showing the name or logo of the payroll company. If you complete your payroll in-house, a signed staff contract/hiring agreement on school letterhead must be provided in lieu of the payroll company document.
The Payroll Summary provided must show the following items:
• Each staff individual claimed. (We recommend redacting staff names to first name only or using labels such as “T1” to represent Teacher for the privacy of your staff.)
• role (Teacher, Administrator, Support Staff)
• Mandate/s each individual is claimed for if data is requested for multiple mandates.
• Fringe benefits details and breakdowns matching benefit totals claimed per individual.
• totals listed for each mandate which add up to the same numbers as those in the claim.

First, please check theState Education Data Reference File ()to complete a query determining who is listed under Administrative Positions for your school. If SEDREF has another individual listed as chief executive officer, that individual can add you as a delegated user if an account was established for you as Chief Financial Officer.Instructions can be found in the . Or, if you are the new chief executive officer, you will have to contact SEDREF to change the designated individual with access to your account.
When there is a change in superintendent or principal in any public school district, regular public school, charter school, nonpublic school or BOCES, the Ƶ's Office of Information and Reporting Services (I&RS) must be formally notified so that the SED Reference File (SEDREF) can be updated. Online accounts will not be generated unless a person appears appropriately on SEDREF. For nonpublic school Chief Financial Officer (CFO) changes must be captured on this or this and emailed todatasupport@nysed.gov.

Once you have seen the information updated in SEDREF, call the State Education Department Delegated Account System (SEDDAS) Help Desk by or phone at(518) 473-8832 to request a sign-on, password and access to the online system for Mandated Services.

Auto Approval means that the claim didn’t have any edit or variance problems and is being sent electronically to the Office of Fiscal Management for vouchering and forwarding to the Office of the State Comptroller for payment. When the claim status changes to Closed it means that the Office of the State Comptroller has issued either an electronic payment or check.
You do not need to take any action. Your claim was submitted and is awaiting review by ORISS fiscal staff. If necessary, a program reviewer from the MSA-CAP Office will contact you for additional information.
“Post Review” indicates that your claim will be reviewed post payment and you will be contacted if we any questions or require additional documents.You do not need to take any action. A program reviewer from the MSA-CAP Office will contact you if necessary.
Most likely there is a field requiring you to fill in data before you can submit. Look for a mandate in pink or a pink message at the bottom of the claim.
Enter a note into the white box with the requested information. (Examples include, but are not limited to: PAR increased due to a raise in Enrollment, staff were given additional health insurance benefits this year, a new Administrator was hired at a higher rate)
Save the form and the submit button will appear at the top of the claim.
Do not enter commas when entering salary and/or benefit data. Check to be sure that you haven’t entered a special character (i.e., *, ‘, #, !)
This means that your claim is missing vital information highlighted in pink and you will not be able to submit until it is completed.
Click on “Summary of Expenditures” button and open any mandates appearing in the pink color.
Enter the data where it says Value Required
Enter a note into the white box with the requested information. (Examples include, but are not limited to:PAR increased due to a raise in Enrollment,staff were given additional health insurance benefits this year, a new Administrator was hired at a higher rate)Please scroll to the bottom of the screen and include a reason in the note section for the increase in your claim.
Once you enter the note, you should be able to submit. Save the form and the submit button will appear at the top of the claim. Your claim will be set to HOLD and await review by ORISS staff. No further action is required by you at this time.
Send an email message tomsa-cap@nysed.gov explaining the problem. A program reviewer will contact you about next steps.
You do not need to submit any paperwork to the State Education Department. By using the password and user code that were assigned to you, the Mandated Services Aid claim was electronically signed. When you "certify" your CAP and MSA this acts as a signature.
Save the information as you complete each mandate. You can log off the system and return to an unsubmitted claim at any time. The “save form” button appears in the right-hand corner of the screen. Buttons are available at the top and bottom of the screens. You can save as many times as you need to during the claim process. Your claim will stay OPEN until it is submitted. Please don't forget to SUBMIT the claim by pressing the "SUBMIT CLAIM" button at the top of your claim.
We recommend that you print the individual mandate screens to save paper. Only print screens that contain claim data. Also, change your print properties to landscape.
- Select MSA-CAP Summary of Expenditures button at the top of the MSA-CAP claim form below to CAP and MSA total amounts.
- Select each mandate to expand and view detailed explanation of each mandate. Only expanded mandate will print details.
- Select print feature and select print document as PDF first
- Print your pdf document. You may need to decrease the document size to ensure the entire claim is visible on screen before printing or change layout to horizontal/landscape view
To print an old claim year, open the claim in the system you would like to print and then use steps 1-4 above. These instructions can be found in detail in the MSA-CAP User Guide.
Religious & Independent schools must work with their local Regional Information Center (RIC) to report all state assessments (Grades 3-8, Regents, NYSESLAT) and graduate candidates in the Student Information Repository System (SIRS).
Graduation reporting must be provided along with your End of Year (EOY) Report. You must contract with a RIC (Regional Information Center), and they will handle data loading to Ƶ Information and Reporting Services.The term 'Level 1 Center' is also used in place of RIC, so you may hear this term as well. Beginning with the 2015-16 school year, nonpublic/Religious & Independent schools that award Regents diplomas, local diplomas that conform toCommissioner's Regulations on local diplomas, Career Development & Occupational Studies Commencement Credentials, and/or Skills & Achievement Commencement Credentials are required to report in SIRS in order to receive reimbursement for MSA-CAP funds. Schools must also report post-secondary plans of graduates in SIRS.

For individuals who work dual roles at your school, they should be claimed according to the function they completed for each mandate. For instance, your librarian should be entered as a teacher for Mandate 4 if she acted as a proctor for the Regents exam as this is a teacher role. If the nurse is acting as an administrative capacity for PAR, then she should be claimed as an administrator.
ADMINISTRATIVE STAFF includes administrators, principals, and teachers performing administrative functions such as leadership, instructional and curriculum coordinating and standardization, school policies and operation, community and parent communication, budget analysis-funding/fiscal operations and hiring.
TEACHERS are classroom teachers who take attendance, proctor & score exams and provide instruction of content areas.
SUPPORT STAFF includes clerks, typists, office staff, and school aides. These individuals provide SUPPORT to administrators and Teachers.
(1) Requirement. On or before June 30, 2002, each public school district, board of cooperative educational services (BOCES), charter school, county vocational education and extension board and nonpublic elementary, middle and secondary school shall adopt a comprehensive attendance policy that contains the elements described in paragraph (2) of this subdivision. The purpose of the policy shall be to ensure the maintenance of an adequate record verifying the attendance of all children at instruction in accordance with Education Law sections 3205 and 3210 and establish a mechanism by which the patterns of pupil absence can be examined to develop effective intervention strategies to improve school attendance. A public school district, BOCES, charter school or county vocational education and extension board shall adopt its comprehensive attendance policy only after at least one public hearing that provides for the participation of school personnel, parents, students and any other interested party.
(2) Content of the policy. The board of education, board of cooperative educational services, charter school board, county vocational education and extension board, and administrator of a nonpublic school shall incorporate the following elements into the comprehensive attendance policy:
(i) a statement of the overall objectives to be accomplished;
(ii) a description of the specific strategies to be employed to accomplish these objectives;
(iii) a determination of which pupil absences, tardiness and early departures will be excused and which will not be excused and an illustrative list of excused and unexcused pupil absences and tardiness;
(iv) a description of the coding system used to identify the reason for a pupil's absence, tardiness or early departure recorded in the register of attendance;
(v) a description of the school district, BOCES, charter school, county vocational education and extension board or nonpublic school policy regarding pupil attendance and a pupil's ability to receive course credit. Any board of education, board of cooperative educational services, charter school board or county vocational education and extension board that adopts a policy establishing a minimum standard of attendance in order for a pupil to be eligible for course credit shall have the authority to determine that a properly excused pupil absence, for which the pupil has performed any assigned make up work, shall not be counted as an absence for the purpose of determining the pupil's eligibility for course credit under such policy. In the event a board of education, board of cooperative educational services, charter school board or county vocational education and extension board adopts a minimum attendance standard as a component of its policy, such policy shall include a description of the notice to a pupil's parent(s) or person(s) in parental relation as well as the specific intervention strategies to be employed prior to the denial of course credit to the pupil for insufficient attendance.
(vi) a description of the incentives to be employed to encourage pupil attendance and any disciplinary sanctions to be used to discourage unexcused pupil absences, tardiness and early departures;
(vii) a description of the notice to be provided to the parent(s) of or person(s) in parental relation to pupils who are absent, tardy or depart early without proper excuse.
(viii) a description of the process to develop specific intervention strategies to be employed by teachers and other school employees to address identified patterns of unexcused pupil absence, tardiness or early departure;
(ix) identification of the person(s) designated in each school building who will be responsible for reviewing pupil attendance records and initiating appropriate action to address unexcused pupil absence, tardiness and early departure consistent with the comprehensive attendance policy.
(3) The board of education, board of cooperative educational services, charter school board, county vocational education and extension board and governing body of a nonpublic school shall annually review the building level pupil attendance records and if such records show a decline in pupil attendance the board or governing body shall revise the comprehensive pupil attendance policy and make any revisions to the plan deemed necessary to improve pupil attendance.
(4) Each board of education, board of cooperative educational services, charter school board, county vocational education and extension board, and nonpublic school shall promote necessary community awareness of its comprehensive attendance policy by:
(i) providing a plain language summary of the policy to the parents or persons in parental relation to students at the beginning of each school year and taking such other steps deemed necessary to promote the understanding of such policy by students and their parents or persons in parental relation;
(ii) providing each teacher with a copy of the policy and any amendments thereto as soon as practicable following initial adoption or amendment of the policy, and providing new teachers with a copy of the policy upon their employment; and
(iii) making copies of the policy available to any other member of the community upon request.
(a) Purpose.
The purpose of this section is to:
(1) ensure the maintenance of an adequate record verifying the attendance of all children at instruction in accordance with Education Law section 3205;
(2) establish a practical mechanism for every public and nonpublic elementary, middle and secondary school in the State of New York to account to the parents of all children enrolled in such schools for the whereabouts of such children throughout each school day; and
(3) ensure sufficient pupil attendance at all scheduled periods of actual instruction or supervised study activities to permit such pupils to succeed at meeting the State learning standards.
(b) Definitions.
Whenever used in this section, the following terms have the respective meanings:
(1)Pupil.A child enrolled in any public or nonpublic elementary, middle or secondary school.
(2)Register of attendance.Any written or electronic record maintained for the purpose of recording the attendance, absence, tardiness or early departure of a pupil.
(3)Scheduled instruction.Every period that a pupil is scheduled to attend actual instructional or supervised study activities during the course of a school day during the school year from July 1st through June 30th.
(4)Teacher.A member of the teaching or supervisory staff of a public or nonpublic elementary, middle or secondary school.
(5)Employee other than a teacher.A suitable person other than a teacher employed by a public or nonpublic elementary, middle or secondary school in a position appropriate for the maintenance of pupil records.
